    • SBSun: Hoops denies he has brokered with board to hand-pick his replacement

      Retiring San Bernardino County Sheriff Rod Hoops was accused by a former deputy chief of trying to sway the Board of Supervisors to replace him with Assistant Sheriff John McMahon. (Courtesy San Bernardino County Sheriff’s Department)

      SAN BERNARDINO – Retiring Sheriff Rod Hoops has been accused of brokering an agreement with the county Board of Supervisors to ensure the appointment of his replacement, according to a former deputy chief.

      “Recognizing the purpose of the visits by Sheriff Hoops, and encouraging the board to reflect on past experiences with him, I would suggest that a healthy dose of skepticism be applied to much of what is said by the sheriff,” retired deputy chief Keith D. Bushey said in his letter to the board.

      “The perception within the Sheriff’s Department, which is just about universal, is that Sheriff Hoops has already brokered an agreement with the board to ensure the appointment of John McMahon as his replacement.”

      In his letter Bushey also announced his own candidacy for the position.

      Josie Gonzales, chair of the board, emphatically denied Bushey’s accusation on Tuesday.

      “I don’t broker deals with anyone,” she said. “He better be able to back those accusations up.”

          Keith Bushey is the former Marshall of San Bernardino County. When the Sheriff’s Department absorbed the Marshall’s Office, Bushey became a Deputy Chief on the Sheriff’s Department. Prior to his service as Marshall Bushey was a high ranking Officer on the LAPD.

          I am proud to call Keith Bushey a personal friend. He was never really accepted, by Sheriff’s Department brass, because he was an ‘outsider’. Keith Bushey would make a GREAT Sheriff!

          Don’t get too excited about good old Keith.

          Bushey has been appointed to most of his jobs. He is looking for a new job because Cooley is retiring.

          He was a reserve Marine. Big difference in a regular and reserve.

          Looks like another Hoops or McMahon. Don’t need that again.

          Bushey needs to enjoy retirement. At 67 I am sure he has other things to do.

          I think Hoops and Josie have broken the sunshine law and Brown act. Maybe this is another possible charge Hoops can pick up on his way out.

          Again Keith Bushey wouldn’t make a great sheriff. He sees the appointment as his way in. Just like the other appointments he has had.

          If you were able to read Hoops depo in the Duane Parkinson matter you would DOUBT every word he says in this statement.

          My first question to Hoops would be.

          Gee Rod how can you remember anything about the brokered deal?

          Just say, “I don’t recall”, “I can’t remember”, “I want to believe”, “Pete Ortiz told me”.

          Bushey was appointed by the judges of the county to be the Marshal, now he is complaining about the BOS might appoint the next Sheriff. Bushey did not have friends only people he could use. The only reason he became a Deputy chief after the two departments were merged was because the legislature required job protection for 5 years for Marshal employees. As soon as his five years was up he was told to go back to LA County.
          As far as USMC, he was a reserve and retired because he was not going any higher, because he had never commanded a unit during combat.

          People on this site complain about nepatism in the SO. Check out the problems in the LAPD. While an “outsider might be needed” not this one.

          Anon and Go For It – Being a Full Colonel in the USMC Reserves is still a hell of an accomplishment! In case you are not aware, the next rank up, from that, is Brigadier General! You don’t make Colonel, in any aspect of the Marine Corps, unless you earn it!

          Im no expert, so I may get some of these wrong, but looking at his photo, in USMC Uniform, show rows of ribbons. From what I can make out they include: Purple Heart, Marine Corps Commendation Medal,
          Republic of Vietnam Gallantry Cross Medal, Meritorious Service Medal, Marine Corps Expeditionary Medal, just to name a few. Plus Gold Jump Wings.

          Backin OC, I so disagree! Look into what has happened in my husband Duane Parkison’s case and tell me the OC does not have a protected person’s list. I have had so many people who I tell our story to laugh and says if it was them that hit him they would have completed their sentence by now. The driver was never charged, despite admitting in her transcribed interview the actions that supported the recommended violations by the IPD. This place is so corrupt in my opinion. Even in the city I live in, Irvine, which tries to portray itself as not being corrupt, Sheriff Hoops is getting the private phone number for the Chief of Police in Irvine, Chief Maggard, from OC Sheriff Huchens. He called him on a weekend morning to “touch bases” about my activities, even though Chief Maggard knew Sheriff Hoops had interfered in the investigation into my husband’s death. In fact, Hoops and Ramos have a campaign guy from here in the OC. Ask ACU about him.

          Actually, he worked for me.

          He came out, on his own time (no OT for DC’s) and worked on a PWC during Memorial and Labor Day Weekends. I mean he actually worked, 8+ hrs in 115+ degree heat. He did what he was directed to do and never complained or tried to run the show. Bushey and Stalnaker were the only brass that actually came out and worked.

          Other then that, he was a Deputy Chief for Court Services. I never worked Court Services.

          I guess you didn’t read Bushey’s COMPLETE leter to the BOS which contains his resume in there. NO COMBAT experience? WRONG!!!!

          Your comment about him just being a reserve is down right disrespectful to ALL those reserves who have served. YOU make it sound like those folks are sub-standard fighting personnel.

          Maybe you should find out how many reserves have fought and died in the last couple decades before you make such a comment.

          I was just a reserve Deputy for 18 months, I’ll be happy to compare my stats to many regulars during that time period.

          If all you have to descredit Bushey is this little spin, LOL, you better come up with some SERIOUS dirt in order to help your pals out.

          Bushey has been out of LAPD for a VERY long time, there again if you want to attached dirt to Bushey MAKE the connection to him personally.

          Maybe you can find a deposition or court transcript with his name attached to it showing he is a liar or something. That would be a good start in challenging his character.

          You don’t have anything like that do you? I think if you had a bomb to drop on him you would have come out of the gate.

          Like many of the minions for the present regime, all you have is a short penis,a cold cup of coffee, a piece of used bubble gum to bring to the table.

          Now if you want to sling some mud on Bushey why don’t you see if he was attached to any scandals while he was a Chief at SBSD.

          Ya know like he signed off on a BS termination of an employee kinda like McMahon has done more than ONCE in recent months.

          Some testimony that shows he is a liar or cheat, like we have done here for the last 5 years or so.

          Any sexual harrasment complaints, had a problem with his zipper like many of the other Executive Staff members do.

          YA KNOW something we can ALL wrap our arms around.

          Now go back up your comments, we await for a telling story from you about Bushey.

          As to the Chief of Police of Irvine, HE SPILLED his guts before members of the City Council telling them he shared A LOT of information about Detective Parkinson’s accident with Rod Hoops.

          In the initial stages of being confronted Chief Maggard PLAYED stupid like Hoops did for the most part.

          He would not comment on anything asked of him.

          Well hell Chief Maggard decided to be honest and forthright ONCE the Irvine City Council got involved, his memory and willingness to cooperate suddenly became a priority.

          So KUDOS go out to the members of the Irvine City Council.

          The San Bernardino County BOS are not concerned that their elected Sheriff LIED and played games in the MOST UNDERHANDED crap involving the death of one of his own employees.

          Josie Gonzales could not act fast enough to let Rod Hoops know about Mrs.Parkinson appearance before the BOS. A copy of her letter to the BOS was fax to Rod VERY quickly.

          Bottom line it clearly appears Chief Maggard makes Rodney Ray Hoops out to be a liar.

          Plenty more AMMO to fire off at Rod in this case.

          Now that some telling FACTS have come forth WHERE is Josie Gonzales now?

          Yes Josie you should just STFU, because EVERY TIME you open your mouth a FOOL walks out.

          Of course time will tell if that is fact or fiction.

          I have no clue of what has happened to your husband.

          There are three components of the criminal justice system: law enforcement, courts, and corrections. If corruption exists within the criminal justice system, it occurs post arrest, which is where attorneys & judges (They almost always know & party with each other.) scurry to cut back room deals and call it justice.

          As far as cops are concerned, I have never, ever been exposed to any crime in which a cop was ordered not to make an arrest. If you have any such info that’s supported with proof, I’d love to read it.

          OC is a very Republican county. Schroeder used to be an OC Republican Party kingmaker. His wife is a bigwig in the OCDA’s office. His status didn’t help him:

          It’s quite Moronic for “Back in OC” to say ACU lacks credibility when he is a Vexatious Litigant……

          Vexatious Litigant is a person who has repeatedly abused the legal system. They are often unable to retain legal counsel, and such litigants therefore represent themselves in court. Those on the list are usually either forbidden from any further legal action or are required to obtain prior permission from a senior judge before taking any legal action.

          Acu I think the point that you missed with Bushey is not he is more fit to run SBSD but worse. Bushey was the Marshal’s office version of Hoops, Penrod, etc. Difference was he was beholden to the Judges that appointed him. He had no problem being their yes man as long as they let him keep his job. If someone messed up and caught a write up from a Sgt.but was liked by the judge they worked for, they cried foul to the judge, judge called Bushey, Sgt told to make it go away and stop upsetting the judges. Tell me that didn’t happen and I will try to tell you a sheriff wouldn’t cover up a POST scandal. I respect his service in the corps. But have to wonder how a man the could rise that high could sell out so quick for the scraps. He is cut from the same cloth as Hoops just never got the invite to play the game with the big boys in SBSD’s inner core and is still pissed about it. The BOS needs to do the right thing and hold an election to let us pick the next sheriff. Because the ones tossing their hat into the ring just aren’t it.

          BackinOC, again, I strongly disagree. You have never heard of a case where a detective worked very hard and wanted charges filed but the DA would not file them?? You don’t think corruption could be involved? As for Susan Schroeder, I know who she is, I have spoken with her personally and am completely unimpressed. I grew up in Orange County so you don’t have to explain my county to me. Even political insiders know there is corruption here. What about our old Sheriff? Sometimes a public official get caught so red handed that even their power can’t help them. This does not mean corruption does not exist, it only means they blew it so bad nobody could help them any longer. Hmmm, maybe that is Sheriff Rod Hoops, the reason for this conversation to begin with…

          YOUR point is NOW clear because it contains some specifics and I say THANK YOU for that.

          I was called within a few hours of this issue coming before all of us, and was asked what do you think about all this?

          MY FIRST question to the caller was, WHAT was this guy into when he was a Chief?

          Was he part of any scandal,did he close a blind eye to some rank and file employee getting hammered at the behest of someones agenda etc.

          I noted in Bushey’s letter to the BOS he NEVER mention any issues of corruption not ONE of the scathing scandals from the last couple years.

          I did read the word leadership more than once.

          What does that mean LEADERSHIP??? Keith Bushey’s definition?

          Is Bushey saying that if the current Executive Staff had better leadership skills they would not screw stuff up so much and get caught?

          Or is he saying if they had leadership skills their would be no corruption?

          Bushey has a few tuff questions to answer that’s for sure.

          His comments about how he likes everyone, blah blah, sends up red flags for me.

          NO ONE who is an honest cop or leader of good people would tolerate the SHIT I know damn good and well Keith Bushey has seen around here.

          I can’t believe with your expertise that you did not get those idiot judges disbarred and removed from the bench. It should have been an easy job for the guy who wore a “smokey the bear” uniform down on the sandy beaches of Dana Point.

          I bet you had many a running gun battle down in the crime ridden toilet. Or did you miss all those cause you were following around the nice butts all day?

          YOU have to be dummer than a rock to piss off that many judges and come in here and talk about credbility, competance etc. YOU are FREAKIN messed up on medication.

          They did not buy your philisophical, constitutional crap, instead they tagged YOU with some serious baggage pal.

          The head honcho working death penalty cases who seems to have a serious drinking problem, and only god knows how many defendants got the short end of the stick if your brother had a hang over when he comes to work.

          Go clean up your own back yard and KIN FOLK before you come in here and talk your smack in the manner that you do with so many.

          I have never, ever been forced to leave any professional employment. In contrast, you were fired. I’ve never, ever had a rat jacket. You, on the other hand, are whiskered vermin. I foolishly trusted you with confidential information. Like the rat you are, you divulged it. Once a rat jacket has been has been pinned to you it’s never removed.

          ACU, you have conveniently defined a good cop. However, your definition lacks intellectual foundation. I can see why you reserved for years before you were hired. To mooch for a job defines your lack of ability. You wold have been far better off earning a college degree. That way you would have had a job by now.

          Killing a bicyclist in order to justify taking human life as foundational of law enforcement legitimacy is repulsive…not to mention borderline criminal. I would have been far more impressed had you resolved your bicyclist bandito had you been able to establish control, not lost it, and resolved your killing without resorting to unnecessary use of deadly force.

          Your black ops spies lurking behind sagebrush waiting to take you out implicates schizophrenia. ACU, no one is out to do to you hat you did to the bicycle bandito.

          You were fired because you had no more friends at SBSO that wanted to work with you. You were a danger to the public and other deputies. Assuredly other deputies wanted you fired. SBSO built a jacket on you preparatory to dumping you long before you found yourself trying to get your job back.

          The next time someone foolishly trusts you with information, earn trust s/he has placed in you.

          If you were able to lateral, you would have a long time ago. However, no other agency will hire you. So you’re mired in an agency that you routinely castigate.

          I’ll be back in court on the 26th. Meet me there. Funny how a new commissioner was appointed when Proulxster fought like hell to prevent his malfeasance from being divulged to other commissioners/judges. The new commissioner has agreed that my latest OSC has merit. Why would you suppose that’s true? Proulxster knows he screwed up. He knows he awarded a confused & repeatedly abused child to her serial abuser.

          Had SBSO deputies not kissed off serious felonies, had Cheeseman not willingly become an accessory to felonious child abuse, my child would not have been placed in harm whereupon she has suffered at least three more counts of felonious child abuse. I turned to SBSO to protect my child. In return, SBSO intentionally caused her to suffer additional abuse. That is why I would never trust my children around SBSO deputies. In general, SBSO deputies, due to gross incompetence, are dangers to children.

          ACU – thanks for the back. As I’m sure you all know, I call them like I see them. IF I have good info on BS by any of the people mentioned, I say so. If any of them have done good by me, I say so. I don’t care who they are or what others may say (good or bad). I like Tidwell, I like Penrod, I like McMahon, I like Bushey. They are all personal friends (not just acquaintances, but personal friends). As I’m sure many of you do, I give my friends the benefit of the doubt. Like it or leave it, I don’t care.

          In addition, ANYONE who served this country should be given the respect he/she is do. To use a popular acronym, on this blog, unless you have served STFU!

          Forgive my correction….Our favorite broken record and vexactious litigant is named Tom Scalisi. Scalise is the last name of two of our Deputies. They are two good dudes and ACTUAL Deputies. Not like this fellow. I wouldn’t want them confused with this ummm… well you know.
